Light Pollution Continues To Intensify

Light pollution is a phenomenon in which excessive light radiation has adverse effects on human life and production environment, mainly including white light pollution, artificial daylight pollution and color light pollution. Light pollution not only causes waste of resources, but also affects traffic safety, damages the ecological environment, and causes damage to human vision and physical and mental health.

 

Among them, white light pollution refers to the light reflected when sunlight shines on the glass curtain walls, glazed brick walls and other mirror-effect decorations of buildings; artificial daylight pollution refers to the pollution caused by the strong light emitted by various light sources making the night too bright; color light pollution refers to the light pollution phenomenon caused by colored light sources in places such as amusement parks and cultural and tourism lighting.

 

Many countries, including China, have conducted in-depth discussions on light pollution and implemented targeted prevention and control measures.

 

For example, the second edition of the "Guidelines for Limiting the Impact of Interfering Light from Outdoor Lighting Facilities" issued by the International Commission on Illumination (CIE) on October 1, 2017 specifically stipulates the evaluation indicators of the impact of outdoor lighting environment and proposes recommended limits for relevant indicators.

 

In sync with CIE, my country also successively issued GB/T 35626-2017 "Specifications for Limiting Interference Light of Outdoor Lighting" and GB/T 38439-2019 "Specifications for Measuring Interference Light of Outdoor Lighting" in 2017, setting standards and directions for the measurement of interference light of outdoor lighting.

 

Many cities in my country have responded positively and introduced a series of plans and policies to deal with the problem of light pollution. Beijing implemented the first local standard "Specifications for Limiting Interference Light of Outdoor Lighting" as early as December 1, 2016; Shenzhen pioneered the establishment of a dark night protection zone in the "Special Plan for Urban Lighting (2021-2035)"; the "Shanghai Environmental Protection Regulations" was officially implemented on August 1, 2022, which added light pollution prevention and control content, marking the birth of my country's first local environmental protection law that incorporates light pollution control into local environmental protection regulations.
